Here's the most common way you can import Gmail contacts into Outlook. Other contact files can be done the same way by converting them into a .csv file, then importing them into Outlook.
First step: Export

On your Gmail Contact page, select Export.

Under Export as, select Outlook CSV > Export.
You now have a CSV file you can open in Excel. It's best to edit your data in the file before importing the data into Outlook. Also, contact pictures are not exported.
Second step: Import

In Outlook, select File > Open & Export > Import/Export.

Select Import from another program or file > Next.

Select Comma Separated Values > Next.

Select Browse, go to your saved .csv file, and select it.

Select how you want Outlook to handle duplicate contacts:

Replace duplicates with items imported

Allow duplicates to be created

Do not import duplicate items

Select Next.

In the Import a File box, select Contacts > Next.

There is an option to Map Custom Fields if you want to manually change how the data is imported.

Select Finish.

To view your imported contacts, select People.
