ISSUE

You cannot change the structure of your workbook, such as re-ordering or adding sheets if you have a reference to an external Excel (.xlsb) Binary File Format workbook that is protected. This will cause your workbook to adopt the structure protection from the external Excel (.xlsb) Binary File Format workbook. 

This issue started in Office Version 2110 (Build 14517.20000).

STATUS: FIXED

This issue has been fixed. To apply the fix, update Office by following the steps listed here: Install Office updates 

Note: For any of your Excel workbooks that have been affected, you will need to unlock them. You can unlock the affected Excel workbooks by using the password for the external Excel (.xlsb) Binary File Format workbook they referenced.
